Senior Engineer (Development Management)

Our client is responsible for managing and maintaining one of the largest highway networks in the country. Their mission is to ensure that the design and construction of developer-funded highway infrastructure works are acceptable to the Highway Authority for adoption as public highways, maintainable at public expense.
Role Overview:
As the Senior Engineer (Development Management), you will oversee the implementation of developer-funded highway works associated with approved planning consents. You will ensure these projects are designed and implemented in accordance with planning obligations and policies. You will also contribute to policy development and work closely with internal and external stakeholders, strategic partners, and other providers, acting as a deputy to the Team Leader.
Key Responsibilities:
- Policy Development: Contribute to developing policies, plans, procedures, and practices to deliver economic and community goals, introducing new practices for efficiency.
- Project Delivery: Ensure delivery of the program of works within budget, schedule, and quality specifications.
- Budget Management: Oversee budgetary control of specific programs to ensure value for money.
- Consultation and Design: Assist the Highway Authority with consultations, agree on detailed designs, and ensure compliance with planning permission conditions and obligations.
- Meetings and Queries: Attend and chair meetings, respond to site and design queries promptly.
- Stakeholder Liaison: Conduct extensive liaison with internal and external stakeholders, ensuring statutory processes are followed as necessary.
- Legal Agreements: Instruct legal agreements to facilitate the adoption of developers' infrastructure works as public highways.
- Advisory Role: Provide accurate and timely advice to County Councillors, District Members, Parish Councils, and the public on highway-related matters.
- Team Leadership: Manage and provide technical direction to team members dealing with all aspects of the highway service.
Requirements:
- Educational Background: Degree in a related subject (RQF Level 6) or equivalent experience in highways/transportation.
- Professional Development: Evidence of continuous professional development and membership in a professional institution such as CIHT (preferred).
- Technical Knowledge: In-depth understanding of Highway Legislation, design procedures, standards, and relevant engineering techniques.
- Project Management Skills: Proven project management experience and proficiency with project management tools and Microsoft applications.
- Health and Safety Expertise: Detailed knowledge and experience in applying Health and Safety legislation, specifically the Highway Act 1980 and CDM 2015.
- Networking Ability: Ability to build collaborative and influential networks and partnerships.
